I was born in Soviet Union (SU, Советский Союз), former superpower country. USA was also super country during Cold War. And Superpowers have their own unique problems. I will explain how it was in Soviet Union and compare it to the USA and Europe.

In SU people always was saying that Government is absolutely stupid and is lazy to solve social problems. Well, this is because the number one task for the SU was how to win the upcoming war. Most, almost everything what Government makes have something to do with Cold War. They were always busy with war. So they simply lacking brainpower to solve all the problems. They can’t think about everything in same time.

Now let’s look to the USA. They were doing the same. Difference is they have support from market economy, in wich private business solves some of the country problems (because it’s profitable. Solving others problems is profitable in market economy).   But Government also lacks brainpower to solve all the problems. Even überoptimistic “Land Of Opportunity” thinking are not optimistic enough to think “We can win all the wars and we can solve american problem”. And they chose one – to win the wars. And war need money. Lot’s.

Back to the Europe. To the Germany (Deutschland), for example. They have been banned from the Nuke club, they have limitations in military forces (as always), so the Government knows that in future wars they won’t be fieldgenerals with hands straight. So they can undertake other trifles. Teaching citizens english language, greenlanguage, vwlanguage and even american language, for example.

Similar or the same is with other European country like France, UK, Switzerland and especially Lithuania.
